Can you build a level patio on a steep Issaquah lot?

Yes, and it is most of what we do here — but it is a terracing project with a paved surface on top rather than a paving project. Cutting a level platform out of a fall means a retaining wall at the low edge, drainage behind and beneath it, and either excavation into the slope or imported fill to build up. The design decision worth making early is how many terraces: one large level area needs a taller wall and more fill, whereas two smaller connected platforms need shorter walls and usually cost less while giving more usable space in total.

Why does a hillside patio need drainage under it?

Because on a mountain flank the ground beneath your terrace is a route rather than a destination. Water moving downhill through the soil arrives at the back of the base build-up, and if it has nowhere to go it passes through, washing the fines out of the compacted rock and hollowing the base from underneath. The surface then settles unevenly, usually at the low edge. The answer is drainage designed as part of the terrace: interception upslope so most of the flow never arrives, and a drainage layer with an outfall beneath the base for what does.

Will the Highlands or Klahanie HOA need to approve a patio?

Very likely, and the threshold is lower than people expect. The Highlands, Talus, Klahanie and Providence Point all operate architectural standards, and on a hillside lot the terrace and its retaining wall are frequently the most visible structures on the property, which puts them squarely in scope. A rear garden surface entirely screened from neighbours is sometimes outside the remit, but it is worth confirming rather than assuming. Approval is rarely refused and takes time, so a spring build should be submitted over the winter.

How much flat ground can you actually win back on an Issaquah hillside?

Less than most people picture from the plan, and the limit is the retaining rather than the paving. Every extra foot you push a level surface out into a slope raises the edge that holds it, and the height of that edge is what drives both the cost and the point at which it stops being a landscape wall and starts being an engineered structure needing a permit and a stamped design.
