Bothell divides along its valleys. Properties on the Sammamish River and North Creek floors sit on alluvial ground with a high water table, which limits how deep a drain can run and how much fall it has before it needs somewhere to go — so drainage is the opening question rather than a detail. Up on Norway Hill or the Canyon Park plateau you are on familiar glacial till with real grade, and the work becomes retaining, terracing and design. One administrative quirk worth knowing: Bothell straddles the King–Snohomish county line, so which rules apply depends on your address.

Because it determines which jurisdiction's rules apply, and they are not identical. Bothell spans the King–Snohomish boundary, and depending on where a property sits the permitting authority, the thresholds for things like retaining wall height, and the applicable critical area regulations can differ. It also affects which utility district serves the property. None of this makes a project harder, but it does mean the first step is establishing which set of rules governs your address rather than assuming the answer from a neighbouring street. We check before quoting, because a permit assumption that turns out to be wrong is an expensive correction.
The water table, principally, and it changes the drainage arithmetic. Valley-floor ground here is alluvial and sits close to saturated soil, which limits how deep a trench can usefully go before it reaches groundwater and how much fall a drain has to work with. Flat ground compounds it, because there is no natural gradient to route water along. On these lots we establish where a system can legitimately discharge to before designing anything on the surface, and occasionally the honest answer is that regrading and managing the surface is a better investment than a drain that has nowhere to take water.
Frequently, yes. The upland either side of the valleys carries real grade, and Norway Hill lots in particular often fall enough across a garden that level usable ground has to be built rather than found. Terracing rather than one tall wall is generally the better answer here for the same reasons it is everywhere: shorter walls are cheaper, avoid the height thresholds that trigger additional requirements, and give you more usable area in total. The drainage behind them is what makes them last — on a hillside lot carrying water from above, that is the part of the job doing the real work.
Many of them do, particularly around North Creek, Canyon Park and the more recent subdivisions, while the older Bothell neighbourhoods are largely unrestricted. Where an association applies the standards typically cover fence height and style, hard surface materials and front-of-house appearance, and sometimes tree removal. It is rarely an obstacle to a good garden, but approval takes time and belongs at the start of the project. We ask at the first visit and produce the drawings and specifications in a form that can go to a board without being redone.
