What does a valley-floor driveway base need?
Depth where it can get it, drainage, and usually a geotextile separation layer. On alluvial ground near a high water table, a vehicle base is sitting on soft, frequently saturated subgrade — and under repeated wheel loading the base material and the subgrade migrate into each other, which is exactly how a base loses its density and starts to rut. A separation fabric between the two prevents that mixing. Combined with a base graded to a real outfall, it is what makes a driveway on that ground last rather than settle.
Does the county line affect driveway work in Bothell?

Over a couple of wet seasons that flow carries the fines out of the base, and repeated vehicle loading then consolidates what is left unevenly. The visible result is ruts along the wheel lines. Resurfacing without intercepting the flow above the drive buys a year or two at most.
Should I repair or replace a cracked concrete drive?
It depends whether the cracking is surface or structural, and the distinction is usually visible. Fine surface crazing with everything still in plane is cosmetic and can be lived with or overlaid. Cracks where one side sits higher than the other, sections that rock under a vehicle, or dips along the wheel lines all say the base beneath has failed — and resurfacing over a failed base is money spent hiding a problem that reappears through the new surface within two winters.
