Because the ground beneath it never drained in the first place, and turf does not change that. The backing is permeable and passes water freely, so rainfall goes straight through and reaches whatever is underneath — which on a level plateau over glacial till is ground with no fall and almost no downward permeability. The water then sits in a shallow layer directly under the surface. That produces the spongy underfoot feel, odour in pet installs, and settlement as fines migrate. It is not a product failure. It is a turf installation that skipped the part the site actually needed.

The part that gets used and stays wet, rather than all of it. On a quarter-acre lot, turfing the whole lawn is expensive and produces a very large green rectangle that reads as flat and featureless. Turf earns its cost where a surface has to be usable year-round and takes real wear — a play area, a dog run, the route from the back door. Pairing a defined turf area with planting depth at the boundary and a properly sized paved area gives a big garden the structure it usually lacks, and costs less than turfing everything.

Establish what it is before designing around it. Where the ground is simply wet rather than regulated, the answer is a deeper free-draining base with a real outfall from under the turf footprint.
